They began, as the local press wrote, to "politely block" local military and transport facilities in anticipation of the March 16 referendum, in which more than 96% of voters spoke in favor of the peninsula being part of Russia.
Answering Russians' questions in April, Putin explained that Russian soldiers stood behind the Crimean self-defense forces because "it was simply impossible to hold a referendum openly, honestly, with dignity and help people express their opinion." He also said that he would reward the servicemen who took part in ensuring security during the referendum, but would do so non-publicly.
Later, the Russian leader sarcastically that the United States had "revealed" the secret of the personalities of "polite people": judging by the sanctions list, these are businessmen Gennady Timchenko, Yuri Kovalchuk, Boris and Arkady Rotenberg.

This went on for about a week. But one day, a small meeting of the Ukrainian military and some civilians gathered at the porch of the commandant's office.
