3. Construction of a unified fire alarm, warning and evacuation complex based on a control device.

In accordance with clause 1.1.3.PPB 01.93, the safety of people in case of fire must be ensured at each facility. Because “facility” means the whole variety of enterprises, buildings, structures, premises, as well as territory, open area, vehicle and even technological process, the features of the “object” must be taken into account in the evacuation plan. In order to implement evacuation plans, the SOUE should be designed (clause 3.2. NPB 104-03). But the SOUE cannot be designed separately, that is, “in isolation” from other systems deployed at the site (both related to fire safety and not related to it). All these systems form a single complex. We will show the connection of individual systems in a block diagram of the complex, built on the basis of a control device and coordinating the operation of the entire complex.

Figure 1 shows a block diagram of a unified signaling and warning complex. In strict accordance with " General requirements» NPB 104-03 “Warning and management systems for the evacuation of people during fires in buildings and structures” and NPB 88-2001, are combined into a single complex:

    a fire alarm system that performs the task of detecting a fire and issuing a command pulse to turn on the SOUE, generated by an automatic fire alarm and fire extinguishing installation,

    civil defense warning system,

    evacuation lighting system,

    light warning system, including evacuation safety signs,

    access control system with remote opening of doors of additional emergency exits,

    sound warning system for giving sound signals and broadcasting texts: a) specially designed texts speech information(recorded phonograms) and b) live broadcast of texts of voice messages and control commands through a microphone (i.e. “from the voice”)

These systems themselves are independent and are not connected with each other, even if they are included in the SOUE. For unification independent systems into a single fire alarm complex, warning and evacuation of people a special device is required - control device . It is to solve this problem that a unique device was created: control device "TRAMBON - PU-4".

5. Control device “TROMBONE – PU-4”. Its compliance with the NPB classification. Technical characteristics, appearance and switching.

Control device technical means warning and evacuation "Trombone - PU-4;" designed to combine fire alarm systems, providing the issuance of a command pulse to turn on the SOUE, civil defense warning systems, With SOUE. The control device receives command pulses generated by the automatic fire alarm and fire extinguishing installation and turns on the fire extinguishing system. Further, having processed the command impulses, the device issues commands and signals to the sound and voice warning system, the access control system, the evacuation lighting system and the light warning system (turning on evacuation safety signs).

The device is designed and manufactured in accordance with the general technical requirements NPB 77-98 and the SMLG technical conditions. 437256.002 TU. Let us dwell in more detail on the notification methods and notification sequence implemented in the “TROMBONE - PU-4” control device.

5.1 Notification methods.

"TROMBONE - PU-4" provides notification methods:

    sound,

  • light

Sound. Using built-in: sound detector, loudspeaker, siren generator, special personnel warning line.

Speech. When broadcasting texts (phonograms) recorded in the memory of the built-in digital tape recorder.

Light. When turning on evacuation safety signs.

5.2 Sequence of notification.

The notification sequence is implemented in the device by selecting its operating algorithm. Let us list these algorithms.

The NPB defines the inclusion of two or more warning lines. Can choose 1st algorithm - “two lines”: when upon receipt of a command pulse to turn on the emergency fire alarm system, generated by an automatic fire alarm and fire extinguishing installation (the sensor is triggered on one floor), two warning lines are triggered - on the same floor and on the top. If necessary, you can select 2nd algorithm: “two or more lines”. In this case, upon receipt of a command pulse to turn on the emergency control system, generated by the automatic installation of fire alarm and fire extinguishing (the sensor is triggered on one floor), more than two warning lines are triggered - on the same floor and on each upper floor (there may be three of them).

Moreover, the device implements 3rd algorithm - “only in one room (part of the building).” With this algorithm, upon receipt of a command pulse (triggering of a sensor on one floor), one warning line is triggered - on the same floor or this part of the building.

The control device “TROMBONE – PU-4” implements independent activation of each warning line. The lines of evacuation safety signs are turned on regardless of the voice warning zones (the light indicators will turn on immediately when the fire sensor is triggered), and the voice message (in the event of a false alarm) can be turned off by the operator. The lines of evacuation safety signs and voice warnings are switched on independently of each other in accordance with the operating algorithm installed in the device.

The specified notification sequence is implemented in the “TROMBONE-PU4” control device as follows.

In accordance with paragraph 3.27 of NPB 104-03: “Management of the SOUE must be carried out from the premises of the fire control room or other special premises that meet the requirements set out in regulatory documents on fire safety, approved in accordance with the established procedure."

Attention designers. The requirements are set out in NPB 88-2001 and SNiP 2.04.09-84.

A sound emitter is built into the housing of the “TROMBONE-PU-4” control device, which begins to emit a sound signal (a monotonous intermittent sound of a buzzer) immediately upon the arrival of a command pulse. Power and sound pressure sound is sufficient to attract the operator's attention in a medium-sized room. The built-in buzzer of the control device first notifies service staff, and then, according to a given algorithm, the SOUE notifies people in dangerous areas.

Attention. Here, the word “service personnel” means professional security service workers or those on duty who are located in a special room of the control room along with automatic fire alarm installation devices and a fire alarm control device, who have instructions defining their actions when receiving alarm signals.

A special priority for notification must be implemented in schools and other child care institutions. In NPB 104-03 in Chapter 5 “Definition of types of warning systems and management of evacuation of people in case of fire for buildings and structures for various purposes” in the note to clause 7 of Table 2 it is defined: “At school, notification is first staff, then the students.”

Attention. Here the word “staff” means school personnel, i.e. not professional security workers or duty officers located in a special room with instructions that determine their actions when receiving alarms, but adult school employees - the director, teachers, administration employees.

The main premises where the staff is located at the school are the director’s office, the offices of his deputies (administration employees), and the teachers’ room. For initial notification of personnel, a special audio warning line. It turns on immediately when the fire sensor is triggered and activates sound fire detectors (sirens, buzzers), which can be installed in the rooms and offices of school staff. These detectors inform personnel with a characteristic sound. They cannot give a verbal message about the beginning and routes of evacuation. The voice message will be broadcast to the network only after the delay time has expired. If none of the staff has turned off the alarm, then after some time (delay time) students will be notified by voice message. Methods for organizing a special audio alert line for school personnel (see below).

Ensuring the specified priority of notification in the control device "TROMBONE - PU-4" is ensured by selecting various algorithms its operation, the priority of alerting service personnel and the possibility of creating a special audio alert line.

The notification sequence implies not only the presence of a time interval between signals broadcast to different zones, but also its value (delay time). Depending on the characteristics of the building or structure, it (the delay time) may be different. The control device provides the ability to change the delay time from 30 seconds to 4 minutes. For more information about this, see paragraph 8.1.7 “possibility of adjusting the notification algorithm”

Attention . The control device "TROMBON - PU-4" in its capabilities belongs to the 3rd group, according to the NPB 77-98 classification. However, it is possible to significantly expand the number of buildings and structures where it could be used through the use of group 4 warning systems. The fact is that the difference between the 3rd group and the 4th according to NPB 77-98 is determined by the need“connection of the warning zone with the control room.” When using any types of autonomous intercom devices, with the help of which it is possible to organize communication between each of the four zones and the control room, the warning system based on the TROMBON - PU-4 device will be classified into the 4th group.

        The following controls are located on the front panel of the control device:

    Power on/off lock;

    "Network" indicator - glows yellow or green when the Device is turned on and the main supply voltage is 220 V. If the 220 V voltage fails or the mains fuse blows, the indicator turns red;

    “Battery” indicator – lights up red when the battery supply voltage drops below 10.5 V. This check can only be performed when the control unit is disconnected from the 220 V network, since when the network is connected, the battery is automatically recharged to a nominal voltage of 12 V;

    The "Emergency start" button puts the control unit into the mode of forced activation of the light alarm and broadcast of the siren sound to all floors of the controlled object. To remove this mode, you must click on the "Reset" button;

    Button "Reset" - is intended to transfer the control unit into standby mode after operation. If, after pressing the "Reset" button, an alarm signal from fire alarm stations continues to be present on any of the loops, the control panel will automatically switch to alert mode;

    The "Reset Delay" button is designed to immediately activate the voice alarm if the operator is confident in the need to immediately turn on the voice alarm system;

    The built-in microphone and the “Record” and “Playback” buttons are designed to record a voice message and preview it;

    The "Broadcast" button switches the device to the audio broadcast mode of announcements or music programs in all zones simultaneously. Monitoring of the state of audio warning lines in this mode is not provided. When alarm signals are received from fire alarm stations, the control panel automatically switches from this mode to the alert mode. In this case, notification is carried out in all zones;

    The "Line Failure" indicators indicate to the operator that there is a fault in the warning lines. These indicators also light up in alert and broadcast modes, thereby confirming the connection of the lines to the amplifier;

    The microphone input is designed to connect an external microphone to transmit additional voice instructions in the public address line;

    The mode switch "Test", "Automatic notification", "Sound off", "Microphone" is designed to control the voice notification mode and perform a test check of the Device. In the standby mode, the PU switch must be set to the position corresponding to the automatic voice notification ("Automatic." );

    The "Control Lock" lock protects the controls from unauthorized access. When the key in this lock is turned to the left (vertical position), all control buttons are blocked, and the position of the switch does not affect the operating mode of the Device;

    “Doors” is a lock that allows you to control the access control system and open emergency exit doors remotely. The contact group of this lock is routed to the terminal block of the rear panel.

6. Control device “TROMBON – PU-4” as the basis of a fire alarm system and emergency control system. Compatible with other systems.

As an integral part and basis of the fire alarm, warning and evacuation complex, the control device must interact with:

    automatic fire alarm system (see paragraph 6.1),

    emergency lighting system (see paragraph 6.2),

    system for turning on evacuation safety signs (see paragraph 6.3),

    access control system with remote opening of doors of additional emergency exits (see paragraph 6.4),

    radio broadcast system (see clause 6.5),

    civil defense warning system (see paragraph 6.6),

    sound warning system as part of the SOUE (see Chapter 7).

6.1 Automatic fire alarm systems.

The center of automatic fire alarm installation is the fire alarm control panel (PPKOP). It is he who receives signals from fire sensors and generates command impulses for other systems. Today on the security equipment market there is a wide range of devices, both domestic and imported. The vast majority of them have outputs:

    open collector

    relay outputs.

The control device "TROMBONE-PU-4" is designed as follows: When the loop connected to the input of the device is closed, the notification algorithm starts.

Attention: It is strictly forbidden to use the signal from the loops at the control panel input as control signals.

Consequently, the “TROMBON - PU-4” control device is compatible with any control panels that have relay outputs or “open collector” type outputs. We list specific models:

Construction of warning systems based on the control device "TROMBON - PU-4" is possible on the basis of almost all known control panels.

Designer's taskconsists of switching the outputs of the automatic fire alarm installation with the alarm inputs of the control device.

6.2 Evacuation lighting systems.

The construction of an evacuation lighting system largely depends on the specifics of the object. Types must be defined lighting fixtures, their number, supply voltage and backup power sources. When designing an evacuation lighting system, all this equipment must be combined into an independent and autonomous network.

According to NPB 104-03, paragraph 3.1 states: “Notification and evacuation control... must be carried out... by turning on evacuation lighting.” To carry out this switching, the “TROMBON - PU-4” control device is equipped with a relay (the terminals of which are located on the rear panel). This relay is triggered immediately upon arrival of a command pulse generated by the fire alarm installation.

Designer's taskconsists of switching the power supply circuit of the emergency lighting system with a relay in the control device.

6.3 Systems for activating evacuation safety signs.

The construction of a system for turning on evacuation safety signs depends on the choice of technical means of warning (lighted evacuation safety signs). NPB 77-98 in paragraph 8.2 shows the main characteristics of light alarms. After selecting the type of siren and their number, their supply voltage and backup power sources are determined. When designing an evacuation lighting system, all this equipment must be combined into an independent autonomous network.

According to NPB 104-03, paragraph 3.1 states: “Notification and evacuation management... must be carried out... by including evacuation safety signs.” But warning lights should not be constantly on, like emergency lighting lamps. They should flash. In NPB 77-98, paragraph 8.2 defines: “The flashing warning light must have a blinking frequency in the range from 0.5 to 5 Hz.”

To turn on the warning lights and blink them, the “TROMBON - PU-4” control device has 4 relays (one for each zone). The terminals of these relays are located on the rear panel. They are triggered immediately upon receipt of a command impulse from an automatic fire alarm system. However, when triggered, these relays do not “stick”, but operate in the “make-open” mode with a frequency of about 1 Hz. This mode of operation of all four relays allows flashing of illuminated evacuation signs in any zone.

Designer's taskconsists of switching the power circuit of each zone of the system for switching on evacuation safety signs with the relay contacts of the corresponding zone in the control device. Switching diagrams and relay contacts are given in Chapter 8, paragraph 8.2.4.

1.1. The device for controlling technical means of warning and evacuation "Trombone - PU-M" (hereinafter referred to as the Device or Control Device) is intended for constructing a warning and evacuation control system (SOUE) of 1, 2, 3, 4 and 5 types at various objects with the number warning zones – up to 32.
1.2. The Trombone - PU-M device combines automatic fire alarm installations (AUPS), amplifiers into a single warning system sound signal and warning lines, access control systems (ACS) and evacuation lighting (ELS).

2.9. Notification Channel (Channel) – a hardware part of the Control Device responsible for notification in one specific Notification Zone.
2.10. The “Institutional Personnel” zone is a specially designated warning zone intended for priority notification of the institution’s personnel located on site, with the broadcast to this zone of a specially designed and pre-recorded text intended only for the institution’s personnel.
