1. Approve the attached instructions for the safe use of gas to meet household needs.

INSTRUCTIONS FOR THE SAFE USE OF GAS
AT SATISFACTION OF UTILITIES AND HOUSEHOLD NEEDS

1. General Provisions

1.1. The instruction is obligatory for officials of departments
and organizations responsible for the safe operation of in-house gas equipment, ventilation systems and chimneys of multi-apartment
and individual residential buildings, and for the population using gas in everyday life, on the territory of the Russian Federation.

1.2. Responsibility for the safety of internal gas pipelines and gas equipment included in the common property of apartment buildings, the good condition of smoke and ventilation ducts, as well as for sealing engineering communications inputs in residential buildings is assigned
on the heads of housing maintenance organizations, in houses and apartments owned by citizens on the basis of property rights - on the owners of housing.

1.3. Responsibility for the quality of maintenance and repair of gas equipment in residential buildings rests with gas distribution organizations - specialized organizations that carry out the technical operation of the gas distribution network, maintenance of in-house gas equipment and provide services related to the transportation of gas to consumers.

1.4. Owners and persons using gas are responsible for the safe operation of in-house gas equipment in houses and apartments, for their maintenance in accordance with the requirements of the Instruction.

1.5. In dormitories that have in-house gas equipment in operation, persons responsible for the safe operation of gas-using equipment from among managers and specialists are appointed by order. A copy of the order on the appointment of such a person is submitted to the gas distribution organization.

2. Responsibilities of housing maintenance organizations and homeowners inthe process of monitoring the safe use of gas in everyday life in residential buildings

2.1. Provide gas distribution organizations with the necessary assistance in carrying out maintenance of in-house gas equipment and promoting the safe use of gas in everyday life.

2.2. Maintain in proper technical and sanitary condition the technical premises that are part of the common property in residential buildings in which the in-house gas equipment is located. Maintain their electrical lighting and ventilation in working order. Monitor the condition of the intersections of internal gas pipelines
and building elements of buildings, sealing of inputs to engineering communications buildings.

2.3. Allow employees of the gas distribution organization to enter the premises that are part of the common property of premises in residential buildings in which in-house gas equipment is located to perform work provided for by the contract for the maintenance of in-house gas equipment, representatives of state bodies for the supervision of the condition and maintenance of in-house gas equipment for conducting its inspections.

2.4. Allow at any time to the premises in which the in-house gas equipment is located, emergency workers to eliminate accidents that occurred during its operation.

2.5. Timely check the condition of chimneys, ventilation ducts and chimney caps, monitor the quality of their check, provide gas distribution organizations, upon their request, with certificates of checking the serviceability of chimneys and ventilation ducts or information about the last check entered in a special log.

2.7. Ensure control over the condition and maintenance of in-house gas equipment, which is part of the common property of the owners of premises in residential buildings.

2.8. Immediately inform the gas distribution organization about the need to turn off the in-house gas equipment in the event of its unauthorized installation or a malfunction of the chimneys.

2.9. Immediately inform the gas distribution organization (employees of emergency dispatch services) about a violation of the gas supply regime to consumers, in cases of gas smell or damage to the gas pipeline.

2.10. Populate gasified apartments only after instructing residents by a representative of the gas distribution organization.

2.11. Call a representative of the gas distribution organization to turn off the gas-using equipment when the tenant leaves the apartment.

2.12. Timely conclude agreements with gas distribution organizations on the maintenance of in-house gas equipment, which is part of the common property of the owners of premises in residential buildings, and emergency dispatch support.

2.13. Monitor the condition of in-house gas equipment, which is part of the common property of owners of premises in residential buildings, during the initial start-up of gas, suspension (stopping) and resumption of gas supply to gas consumers.

2.14. Ensure the availability of documentation from manufacturers of gas equipment that is part of the common property of owners of premises in residential buildings; store technical documentation for their gas equipment, chimneys and ventilation ducts.

2.15. Monitor compliance with these Instructions by tenants, owners of residential premises; participate in bringing the Instructions for the safe use of gas in everyday life to the public.

2.16. Inform citizens in whose residential buildings gas instantaneous water heaters are installed, no later than one day in advance, about planned shutdowns (reduction of operating pressure) of the water supply of a residential building.

3. Responsibilities of household gas consumers

3.1. Be instructed in the safe use of gas in a gas distribution organization, have instructions for the operation of devices (equipment) and follow them.

3.2. Ensure the proper technical condition of gas-using equipment, gas pipelines and shut-off devices installed on them, gas flow meters.

3.4. Ensure compliance with the requirements of the technical and sanitary condition of the premises in which the house gas equipment is installed.

3.5. Monitor the normal operation of gas-using equipment, chimneys and ventilation; if necessary, in accordance with the operation manual (passport) of the equipment, check the draft before switching on and during operation of the equipment with the removal of gas combustion products into the chimney.

3.6. Before using a gasified oven, check that the damper is fully open. Periodically clean the "pocket" of the chimney.

3.7. At the end of using gas, close the taps on gas-using equipment, and when placing a cylinder with liquefied hydrocarbon gases inside the kitchen, additionally close the valve at the cylinder.

3.8. In the event of a malfunction of gas-using equipment, call the employees of the gas distribution organization.

3.9. Immediately notify the gas distribution organization (emergency dispatch service, emergency services), housing maintenance organization, about explosions, accidents or malfunctions (disturbance of draft in chimneys or ventilation ducts, the presence of a smell of gas in the room, violation of the integrity of gas pipelines, smoke vents of gas-using equipment, termination gas supply) arising from the operation of in-house gas equipment.

3.10. Close the valve on the gas supply pipeline in cases where the gas-using equipment is planned to be left unattended for a period of more than 24 hours.

3.11. Immediately report all malfunctions and damages to in-house gas equipment, gas consumption meters and other violations that occur when using gas to the gas distribution organization and housing maintenance organization.

3.12. If there is a smell of gas in the premises of the apartment and (or) the gas contamination control systems of the premises are triggered, immediately stop using gas-using equipment, turn off the taps to the equipment and on the equipment, and if individual cylinder installations using liquefied hydrocarbon gases are placed inside the kitchens, additionally close the valves of the cylinders with liquefied hydrocarbon gases, after which, from a safe place, notify emergency services, ensure ventilation of gassed premises and warn other people about the danger; Do not light a fire, do not smoke, do not turn on or off electric lighting and electrical appliances, do not use electric bells.

3.13. If you detect the smell of gas in the basement, entrance, courtyard, on the street, you must:

inform others about the precautions;

4.34. Transport a cylinder with liquefied hydrocarbon gases in individual transport without the use of special safety (retaining) devices or in a position that allows shock and movement of the cylinder.

4.35. Break the seals installed by representatives of the gas distribution organization on gas consumption meters, disconnecting devices for in-house gas equipment and arbitrarily connect the equipment after it is turned off by the gas distribution organization.

5. Briefing on the safe use of gas at home

5.1. In order to ensure the safe use of gas in everyday life, specialists of the gas distribution organization conduct initial and repeated briefings of gas consumers.

5.2. Specialists of housing maintenance organizations responsible for the safe operation of in-house gas equipment are instructed at the gas distribution organization or training centers at least once every 12 months.

5.3. Primary briefing on the safe use of gas in everyday life is carried out:

Prior to the initial start-up of gas (natural or liquefied hydrocarbons, including from individual cylinder installations) when commissioning completed residential buildings, or gasification of existing residential buildings;

Before the owners (tenants) of the premises move into the premises belonging to them on the basis of the right of ownership (lease agreement) in residential buildings, residential buildings with operating in-house gas equipment;

When transferring existing gas-using equipment from one type of gas fuel to another.

5.4. Primary briefing on the safe use of gas in everyday life is carried out in a technical office or a specially equipped room of a gas distribution organization using technical means, visual aids (posters, models, videos, etc.) and operating gas equipment similar to that installed at gas consumers.

5.5. When transferring existing gas-using equipment from one type of gas fuel to another, primary briefing may be carried out in premises legally occupied by gas consumers upon completion of work.

5.6. Instruction for owners of individual cylinder installations using liquefied hydrocarbon gases may be carried out by organizations selling liquefied hydrocarbon gases in cylinders.

5.8. Persons who have passed the initial briefing are registered in the gas consumer briefing register, which is maintained and stored by the gas distribution organization with which an agreement has been concluded on the maintenance of in-house gas equipment and emergency dispatch support.

5.9. Persons who have passed the initial briefing are issued appropriate certificates (certificates) and printed instructions for the safe use of gas in everyday life (memos).

5.10. A person who has been instructed in the safe use of gas in the operation of individual cylinder installations using liquefied hydrocarbon gases is issued a record allowing independent installation and replacement of the cylinder.

5.11. Repeated briefings of gas consumers on the safe use of gas in everyday life are carried out by specialists of the gas distribution organization upon completion of maintenance work on the in-house gas equipment. The briefing can be carried out in the premises legally occupied by gas consumers upon completion of work.

5.12. Owners (tenants) of residential premises or persons permanently residing with them undergo primary and repeated briefings on the safe use of gas in everyday life. Gas consumers living in an apartment are trained in the rules for the safe use of gas in everyday life by a person who has been instructed.

6. Shutdown of in-house gas equipment

6.1. Intra-house gas equipment must be disconnected from the gas consumption network with the drawing up of an act and the installation of a plug on the gas pipeline in the following cases:

Unauthorized gasification or reconstruction of in-house gas equipment;

Redevelopment of premises, leading to a disruption in the operation of in-house gas equipment;

The need to replace non-repairable gas-using equipment;

Gas leaks from gas-using equipment that cannot be eliminated during maintenance;

Failures that cannot be eliminated during maintenance of a group or individual cylinder installation using liquefied hydrocarbon gases;

Violations of storage conditions for filled or empty spare cylinders for liquefied hydrocarbon gases;

Malfunctions of automatic safety of gas-using equipment and other malfunctions that may lead to an accident or endanger the life and safety of people in the absence of the technical possibility of their immediate elimination;

Lack of draft in chimneys and ventilation ducts;

Violations of the tightness of the chimney of gas-using equipment;

Lack of conditions for ensuring the flow of air for gas combustion.

6.2 Connection of gas-using equipment to the gas consumption network should be carried out by a specialized organization after the identified violations and malfunctions have been eliminated.

7. Responsibility for violation of the Instructions for the use of gas in the home

7.1. Legal entities and individuals whose actions (as well as inaction) caused an accident, incident or accident when using gas at home, are liable in accordance with the current legislation of the Russian Federation.

The procedure for replacing cylinders with liquefied hydrocarbon gases

1. When replacing cylinders, you must:

In the room where the gas cylinder and gas appliances are installed, open the window or transom, make sure that the gas cylinder installation is working, that the gas appliances and the cylinder are installed correctly in the kitchen, check the fastening of the detachable clamps of the cylinder installed in the room to the wall; make sure that the gas cylinder installation is in good condition, check the fastening of the gas pipeline, the condition of the cabinet, etc. when installing cylinders outdoors;

Close the valve on the empty cylinder, burn off the gas from the gas pipeline through the burner, close the taps at the gas appliance, disconnect the cylinder from the pressure regulator, screw a metal plug with a gasket onto the valve fitting, install a protective cap on the valve;

Check the filled cylinder on the street, for which remove the protective cap from the cylinder, check the serviceability of the cylinder and the valve by external inspection (there must be a metal plug on the valve); check the sealing of the valve stem - with the valve open, wash the valve with soapy emulsion at the joints; check by washing the tightness in the connection of the neck of the cylinder and the valve; check the tightness of the valve valve - close the cylinder valve to the end, remove the metal plug and wash the threaded fitting with soapy emulsion;

Install the balloon and strengthen it; screw the union nut of the pressure regulator onto the valve fitting (with the obligatory installation of a gasket); check the tightness of the threaded connections with a soapy emulsion with the cylinder valve open and the taps on the gas appliance closed;

Ignite the burners of gas appliances and make sure that the gas burns correctly;

Instruct consumers on the rules for the safe use of a gas-cylinder installation.

2. During the replacement of cylinders, it is prohibited:

Work in the presence of unauthorized persons, use open fire, smoke, turn on and off electrical appliances;

Install defective cylinders with gas leaks;

Install a cylinder whose valve does not shut off the gas;

Use a percussion tool when unscrewing caps and plugs;

Perform any repairs to cylinders and valves.

It is important to remember: the health and safety of you and your loved ones depends on the quality of maintenance and repair of your gas equipment.
Recently, accidents associated with the use of gas in everyday life have become more frequent, the causes of which lie in the improper technical condition of the in-house gas equipment (VDGO). To solve this problem, the Government of the Russian Federation approved the "Rules for the supply of gas to meet the domestic needs of citizens", approved by the Decree of the Government of the Russian Federation of May 14, 2013 No. 410. The subscriber is obliged "to ensure the proper technical condition of the in-house gas equipment, to conclude an agreement on the maintenance of in-house gas equipment and emergency dispatch support in a timely manner."
Information for gas consumers
All existing gas networks and gas-using equipment in residential buildings are part of the VDGO and, in accordance with applicable law, are divided into objects:
- included in the common property of the owners of the premises (in-house engineering gas supply systems, consisting of risers, branches from risers to the first disconnecting device located on branches from risers, including these disconnecting devices. The external boundary of the gas supply networks that are part of the common property is the place connection of the first locking device with an external gas distribution network)
- included in the subscriber's VDGO (gas pipelines for intra-apartment wiring from the first disconnecting device located on branches from risers, and gas-using equipment for apartment buildings; from the point of tie-in to the gas distribution network to gas-using equipment for a residential building).
Accordingly, the subscriber's obligation will be considered duly fulfilled in the event of concluding agreements with a specialized organization for maintenance and emergency dispatch support in relation to the VDGO facilities that are part of the common property of the owners of premises in an apartment building, as well as the subscriber's VDGO.
An agreement for the maintenance of VDGO, which is part of the common property, of the owners of premises in an apartment building, can be concluded both by the organization that manages the MKD, and by the owner of the dwelling (apartment) in the apartment building (if the residents choose a direct method of management).
An agreement for the maintenance of gas networks and appliances inside an apartment can be concluded both by the owner of the dwelling and by the managing organization (if it is entrusted with such powers by all apartment owners at a general meeting).
The owner of a residential building is obliged to conclude an agreement with a specialized organization for maintenance and emergency dispatching both in relation to gas-using equipment (stoves, boilers, columns) and in relation to his gas networks in accordance with the border division act.
Please note that the contract for the maintenance of the VDGO is concluded with a specialized organization, which is a gas distribution organization, authorized in the prescribed manner to carry out activities for the maintenance of in-house gas equipment and having an emergency dispatch service. In the Belgorod region, the specialized organization is OAO Belgorodoblgaz.
The absence of a contract for the maintenance of in-house gas equipment and emergency dispatching is an alarming signal for the gas supplier. In this case, the gas supplier cannot be sure that the gas supply to such a subscriber is safe. In order to encourage citizens to take care of their own safety, they are currently being notified of the need to conclude a contract for the maintenance of VDGO with specialized organizations. In case of his absence, the gas supplier "has the right to unilaterally suspend the fulfillment of obligations for the supply of gas with prior written notification to the subscriber."
It is important for the population to remember and comply with the Rules for the use of gas in everyday life, approved by the Order of the VO "Rosstroygazifikatsiya" under the Council of Ministers of the RSFSR of April 26, 1990.
The gas consumer is obliged:
During the operation of gas appliances, keep the window open, do not close doors and windows hermetically, monitor the presence of draft in chimneys and ventilation ducts.
Monitor the normal operation of gas appliances, chimneys and ventilation, check the draft before switching on and during operation of gas appliances with the removal of gas combustion products into the chimney. Before using the gas oven, check that the damper is fully open. Periodically clean the “pocket” of the chimney.
In the event of a malfunction of the gas equipment, call the employees of the gas facilities.
If you smell gas in the room, turn off gas appliances, open a window to ventilate the room, do not use open fire, do not turn on or turn off electrical appliances and electric lighting, and call an emergency team from a non-gassed room by calling 04.
To inspect and repair gas pipelines and gas equipment, allow employees of gas facilities to enter the apartment upon presentation of their service certificates, and to eliminate emergency situations - at any time of the day.
If suspicious and unauthorized persons interfere in the operation and integrity of gas supply systems (gas pipelines, shut-off devices, gas equipment), immediately inform the emergency service by calling 04 and the police by calling 02.

The public is prohibited from:
Carry out unauthorized gasification of a house (apartment, garden house), rearrangement, replacement and repair of gas appliances, cylinders and valves, installation and dismantling of gas meters.
Carry out redevelopment of the premises where gas appliances are installed, without coordination with the relevant organizations.
Make changes to the design of gas appliances. Change the design of smoke and ventilation systems. Seal ventilation ducts, wall up or seal "pockets" and hatches intended for cleaning chimneys.
Use chimneys and ventilation ducts for the forced removal of evaporation products during food preparation by means of electric hoods.
Use a gas stove to heat the room.
Store liquefied gas cylinders in apartments, basements, garages, balconies and loggias.
Persons who violate the Rules for the use of gas in everyday life pose a threat to the life and health of others and bear administrative and criminal liability in accordance with applicable law.
So, in accordance with the Code of Administrative Offenses of the Russian Federation, Article 9.23 "Violation of the rules for ensuring the safe use and maintenance of in-house and in-house gas equipment":
1. Violation of the requirements for the quality (term, frequency) of the performance of work (rendering of services) for the maintenance and repair of in-house and (or) in-house gas equipment or failure to perform work (failure to provide services) for the maintenance and repair of in-house and (or) in-house gas equipment included in the list provided for by the rules for ensuring the safe use and maintenance of in-house and in-house gas equipment - entails the imposition of an administrative fine on citizens in the amount of one thousand to two thousand rubles; for officials - from five thousand to twenty thousand rubles; for legal entities - from forty thousand to one hundred thousand rubles.
2. Evasion from concluding an agreement on the maintenance and repair of in-house and (or) in-house gas equipment, if the conclusion of such an agreement is mandatory, - entails the imposition of an administrative fine on citizens in the amount of one thousand to two thousand rubles; for officials - from five thousand to twenty thousand rubles; for legal entities - from forty thousand to one hundred thousand rubles.
3. Refusal to admit a representative of a specialized organization to perform work on the maintenance and repair of in-house and (or) in-house gas equipment in the event of notification of the completion of such work in the prescribed manner - entails the imposition of an administrative fine on citizens in the amount of one thousand to two thousand rubles ; for officials - from five thousand to twenty thousand rubles; for legal entities - from forty thousand to one hundred thousand rubles.
4. Avoiding the replacement of equipment that is part of the in-house and (or) in-house gas equipment, in cases where such replacement is mandatory in accordance with the rules for ensuring the safe use and maintenance of in-house and in-house gas equipment, or evading the conclusion of an agreement on technical diagnostics in-house and (or) in-house gas equipment, if the conclusion of such an agreement is mandatory - entails the imposition of an administrative fine on citizens in the amount of one thousand to two thousand roubles; for officials - from five thousand to twenty thousand rubles; for legal entities - from forty thousand to one hundred thousand rubles.
5. Actions (inaction) provided for by paragraphs 1-4 of this article, which led to an accident or the emergence of an immediate threat of harm to life or health of people - entails the imposition of an administrative fine on citizens in the amount of ten thousand to thirty thousand rubles; for officials - from fifty thousand to one hundred thousand rubles; for legal entities - from one hundred thousand to four hundred thousand rubles.
6. Repeated commission of an administrative offense provided for in parts 1-4 of this article - entails the imposition of an administrative fine on citizens in the amount of two thousand to five thousand rubles; on officials - from ten thousand to forty thousand rubles or disqualification for a period of one to three years; for legal entities - from eighty thousand to two hundred thousand rubles or an administrative suspension of activities for a period of up to ninety days.

The instruction is obligatory for all gas consumers - subscribers of OAO Tyumenmezhraygaz.
Gas consumers are responsible for the safety of gas equipment and the good condition of smoke and ventilation ducts. Responsibility for the safe operation of working household gas appliances, for their maintenance in a technically sound condition lies with the owners and persons using gas.

Subscribers are required to:

  1. Be instructed on the safe use of gas in the service of the In-House Gas Equipment of OAO Tyumenmezhraygaz, know the rules for using household gas appliances and comply with them.
  2. Monitor the normal operation of gas appliances, chimneys and ventilation, check the draft before switching on and during operation of gas appliances with the removal of gas combustion products into the chimney. Before using a gasified oven, check that the gate (flap) is fully open.
  3. At the end of using gas, close the taps on gas appliances and in front of them, and when placing gas cylinders inside the kitchens, additionally close the valves near the cylinders.
  4. In the event of a malfunction of gas equipment, call the employees of OAO Tyumenmezhraygaz.
  5. In the event of a sudden interruption in the gas supply, immediately close the valves on gas appliances and in front of them and inform the emergency gas service by calling 04.
  6. If there is a smell of gas in the room, immediately stop using gas appliances, open windows or vents to ventilate the room, call the emergency service by calling 04 (outside the gassed room). Do not light a fire, do not smoke, do not turn on or off electric lighting and electrical appliances, do not use electric bells.
  7. Before entering basements and cellars, before turning on the light or lighting the fire, make sure that there is no smell of gas.
  8. If you detect the smell of gas in the basement, entrance, courtyard, on the street, you must:
    . inform others about the precautions;
    . inform the emergency gas service by phone 04;
    . take measures to remove people from the gassed environment; preventing the switching on and off of electric lighting, the appearance of open fire and sparks;
    . prior to the arrival of the emergency brigade, organize ventilation of the room.
  9. To inspect and repair gas equipment, allow employees of OJSC Tyumenmezhraygaz to enter the premises upon presentation of their service certificates at any time of the day. Provide employees of OJSC "Tyumenmezhraygaz" with free access to gas pipelines and gas equipment.
  10. Owners of gas appliances with the removal of gas combustion products into the chimney ensure timely inspection and cleaning of chimneys and ventilation ducts. Chimneys made of steel, asbestos-cement, pottery, from special blocks of heat-resistant cement, as well as ventilation ducts must be checked at least once every 12 months, brick chimneys - at least once every 3 months. In winter, it is necessary to check the chimney caps at least once every two weeks in order to prevent their freezing and blockage.
Subscribers are prohibited from:
  1. Carry out unauthorized gasification of a house (apartment, garden house), rearrangement, replacement and repair of gas appliances, cylinders and valves.
  2. Carry out redevelopment of the premises where gas appliances are installed, without coordination with the relevant organizations.
  3. Make changes to the design of gas appliances. Change the design of smoke and ventilation systems. Seal ventilation ducts, wall up or seal "pockets" and hatches intended for cleaning chimneys.
  4. Disable safety and regulation automation, use gas when gas appliances, automation, fittings and gas cylinders are out of order, especially if a gas leak is detected.
  5. Use gas in violation of the density of masonry, plaster (cracks) of gasified stoves and chimneys. Unauthorized installation of additional dampers in chimneys and on flue pipes.
  6. Use gas without regular inspections and cleaning of smoke and ventilation ducts.
  7. Use gas appliances with closed windows (transoms), louvres, grilles of ventilation ducts, lack of draft in chimneys and ventilation ducts, gaps under the doors of bathrooms.
  8. Leave working gas appliances unattended (except for appliances designed for continuous operation and having appropriate automation for this).
  9. Allow preschool children, persons who do not control their actions and do not know the rules for using these devices to use gas appliances.
  10. Use gas and gas appliances for other purposes. Use gas stoves for space heating.
  11. Use rooms where gas appliances are installed for sleep and rest.
  12. Use open fire to detect gas leaks (soap emulsion or special devices are used for this purpose).
  13. Store empty or filled with liquefied gases cylinders in rooms and cellars. Arbitrarily, without special instruction, replace empty cylinders with those filled with gas and connect them.
  14. Have more than one cylinder in a gasified room. Place cylinders opposite the furnace doors of furnaces at a distance of less than 2 m.
  15. Allow deliberate damage to gas equipment and theft of gas.
Subscribers using liquefied gas in cylinders with a capacity of 27 liters have the right to independently connect spare cylinders. Before connecting, it is necessary to check the gas cylinder for the absence of gas leaks, to check the condition of the pressure regulator (reducer) by external inspection. When connecting a spare cylinder, it is forbidden to use open fire, smoke, turn on and off electrical appliances.
Devices and devices that have gas leaks, faulty security automation, ventilation and smoke exhaust systems, destroyed chimney caps, as well as those that are unauthorized connected, are subject to shutdown with the installation of a plug and execution of an act.

The new instruction on the safe use of household gas in apartment buildings came into force on May 9.

Now residents, tenants, apartment owners, that is, everyone who uses gas equipment, must listen to instructions on its operation. And the management companies (MC) will have to regularly check the basements and underground floors, as well as the health of the ventilation.

The instruction is free. It is carried out after the conclusion of an agreement with a specialized organization on the maintenance and repair of in-house and in-house gas equipment. "All consumers and responsible persons of managing organizations should be instructed," explains Igor Kokin, an expert at the Scientific and Educational Center for Federal and Regional Programs of the Higher School of Public Administration of the RANEPA.

The owners of apartments and other premises in the house are obliged at any time of the day to provide unhindered access to the premises in which gas equipment is located, for employees of the emergency dispatch service of the gas distribution organization and other emergency services.

The only exception is equipment designed for continuous operation.

Once every 10 days, basements, cellars, undergrounds and technical floors will now be checked for gas contamination

"Management companies are responsible for the proper operation of chimneys and ventilation equipment, previously specialized organizations were responsible for this," notes Igor Kokin. For example, managing organizations are required to check the condition of smoke and ventilation ducts, control the quality and timely performance of work to keep them in good condition. And at least once every ten days, check basements, cellars, undergrounds and technical floors for gas contamination.

The changes that the instruction makes to the rules for the operation of gas equipment take into account the main causes of household gas explosions in apartment buildings. "The most common cause of accidents is repair work, in which pipes are damaged, especially in the entrance or basement," says Igor Kokin. At the same time, the expert claims that most technical breakdowns occur outside the apartments, while in apartments, people most often simply forget to turn off the gas.

Judging by the news reports and reports of our correspondents, the new instruction with gas educational program and control, as they say, is long overdue. This is especially true for gas cylinders.

In the Chelyabinsk region in one year, two explosions thundered at once in residential apartment buildings, which claimed the lives of people. In both cases, the carelessness of the residents, who left gas cylinders filled in the cold to warm up in the apartments, led to the state of emergency. A leak has occurred. And it exploded. Residents were allocated material assistance of 200, 100, 50 thousand rubles, depending on the severity of injuries. It took 24 million to restore the entrance to the village of Kuznetskoye. For the village, this is serious money.

There have been four explosions in Omsk lately. They brought multi-million damage to the regional budget. People died whose lives are priceless. And again - balloons. One of them exploded in a five-story building. A large family was seriously affected. Parents and four children were treated for a long time and still cannot recover from what happened. And one misfortune happened in a nine-story building, but here the cylinders have nothing to do with it. The landlady died. According to investigators, her husband stole gas from the gas pipeline. He made an unauthorized tie-in into the pipe right in the apartment and filled the cylinders for the car.

In Omsk, they discovered another problem besides gas illiteracy. After the explosions, the authorities of the region demanded to put things in order on the liquefied gas sales market. Supervisory authorities were instructed to check all gas stations. It turned out that the bulk of the supply of liquefied gas in cylinders for domestic needs of the population of the Omsk region is provided by two gas companies. But there are many others as well. And not everywhere they observe the correct refueling, control of the weight of the fuel and the tightness of the cylinders, not to mention the fact that some do not have the right to serve the population at all. It also turned out that “there has not been a centralized renewal of the cylinder fleet for more than 20 years, and therefore 80 percent of gas cylinders are not suitable for operation,” RG was told in the administration of the Omsk region.

The regional gas company purchased more than five thousand new containers to upgrade the bottle fund. But this is not enough. And not all families have the opportunity to purchase a new cylinder worth about two thousand rubles. And now the region is considering the possibility of providing compensation for the purchase of a new capacity to low-income families.

And this situation is not in Omsk alone. So it's time to develop a new instruction - on the safety of gas cylinders.

In accordance with paragraph 2 of the Decree of the Government of the Russian Federation of September 9, 2017 N 1091 "On Amendments to Certain Acts of the Government of the Russian Federation on Safety in the Use and Maintenance of Household and Household Gas Equipment" (Collected Legislation of the Russian Federation, 2017, N 38, article 5628), I order:

Instructions for the safe use of gas to meet household needs

I. General provisions

1.1. Instructions for the safe use of gas to meet household needs (hereinafter referred to as the Instruction) were developed in accordance with Decree of the Government of the Russian Federation of May 14, 2013 N 410 "On measures to ensure safety when using and maintaining in-house and in-house gas equipment" (Meeting Legislation of the Russian Federation, 2013, N 21, item 2648; 2014, N 18, item 2187; 2015, N 37, item 5153; 2017, N 38, item 5628, N 42, item 6160).

1.2. The persons responsible for the safe use and maintenance of in-house gas equipment (hereinafter - VDGO) and in-house gas equipment (hereinafter - VKGO) are:

in relation to VDGO in an apartment building - persons who manage apartment buildings, provide services and (or) perform work on the maintenance and repair of common property in apartment buildings (including management organizations, homeowners associations, housing cooperatives or other specialized consumer cooperatives) , and in the case of direct management of an apartment building by the owners of premises in an apartment building - the owners of such premises or one of the owners of premises in such a building or another person who has the authority certified by a power of attorney issued by the owners of premises in an apartment building;

in relation to VDGO in households - owners (users) of households;

in relation to VKGO - owners (users) of premises located in an apartment building in which such equipment is located.

II. Briefing on the safe use of gas to meet household needs

2.1. In order to ensure the safe use of gas in meeting domestic needs, a specialized organization with which an agreement has been concluded on the maintenance and repair of VDGO and (or) VKGO conducts primary and repeated (regular) briefing on the safe use of gas when meeting domestic needs ( further, respectively - primary briefing, repeated (regular) briefing):

in relation to the VDGO of an apartment building - persons who manage apartment buildings, provide services and (or) perform work on the maintenance and repair of common property in apartment buildings (including management organizations, homeowners associations, housing cooperatives or other specialized consumer cooperatives) or their representatives, and in the case of direct management of an apartment building by the owners of premises in an apartment building - the owners of such premises or one of the owners of premises in such a house or another person who has the authority certified by a power of attorney issued by the owners of premises in an apartment building;

in relation to VDGO in a household - the owners (users) of households or their representatives;

in relation to VKGO - owners (users) of premises located in an apartment building in which such equipment is located, or their representatives.

2.2. Primary briefing should be carried out after the conclusion of an agreement with a specialized organization for the maintenance and repair of VDGO and (or) VKGO. There is no fee for the initial briefing.

2.3. Primary briefing should be carried out by a specialized organization before performing work on the initial start-up of gas (including a cylinder with liquefied hydrocarbon gas (hereinafter referred to as the LPG cylinder) in the VDGO and (or) VKGO, as well as in the following cases:

before the owners (users) move into the gasified residential premises owned by them on the basis of the right of ownership (other legal basis), unless these persons have a document confirming that they have passed the initial briefing;

when transferring existing household gas-using equipment from one type of gaseous fuel to another;

when changing the type (type) of household gas-using equipment used;

when transferring existing household equipment for the purposes of food preparation, heating and (or) hot water supply from solid fuel (coal, firewood, peat) to gaseous.

2.4. Initial briefing should be carried out at the location of the VDGO and (or) VKGO by an employee of a specialized organization that meets the requirements established by the Rules for the use of gas in terms of ensuring safety when using and maintaining in-house and in-house gas equipment when providing utility services for gas supply, approved by the Decree of the Government of the Russian Federation dated May 14, 2013 N 410 (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2013, N 21, Art. 2648; 2014, N 18, Art. 2187; 2015, N 37, Art. 5153; 2017, N 38, Art. 5628; N 42, art. 6160) (hereinafter referred to as the Rules for the Use of Gas), using technical means and existing household gas-using equipment, including household gas-using equipment with organized removal of combustion products into the smoke channel.

2.6. The initial briefing should include the following information:

limits of flammability and explosiveness of hydrocarbon gases (methane, propane, butane), physiological impact on humans of hydrocarbon gases, as well as carbon dioxide and carbon monoxide;

composition and properties of gas combustion products, provision of air flow for complete combustion of gas, efficient and economical use of gas;

the procedure for connecting household gas-using equipment to smoke channels; arrangement and operation of smoke and ventilation ducts; checking the draft in the smoke and ventilation ducts, the reasons for its violation; the consequences of the operation of household gas-using equipment in case of violation of draft in the smoke and ventilation ducts; ventilation of premises in which household gas-using equipment is installed, organization of work to check the condition, clean and repair smoke and ventilation ducts, and keep them in good condition;

procedure for the absence (violation) of draft in the smoke and ventilation ducts; the consequences of using a valve (gate) on smoke channels;

main technical characteristics, principles of operation, general information about the device, design, purpose and composition of the VDGO and VKGO; methods of connecting and fastening VDGO and VKGO, safety rules for the use and maintenance of VDGO and VKGO, types of malfunctions of VDGO and VKGO, places of possible gas leaks, their causes, detection methods;

device, design, main technical characteristics, placement and principles of operation of tank, group and individual cylinder installations with liquefied hydrocarbon gas (hereinafter referred to as LPG cylinder installations); possible malfunctions arising from the use of tank, group and individual LPG cylinder installations, the consequences of their overflow and heating of the LPG cylinder; storage rules and procedures for replacing LPG cylinder units;

actions in case of detection of malfunctions of VDGO and VKGO, detection of a leak (smell) of gas in the room, triggering of alarms or systems for monitoring the gas content of premises;

rules for first aid for burns, frostbite (for LPG cylinders), poisoning, suffocation, electric shock.

2.7. Persons who have passed the initial briefing are registered in the register of primary briefing on the safe use of gas when meeting household needs, which is maintained and stored by a specialized organization.

2.8. A person who has passed the initial briefing is issued a copy of the Instruction, as well as a document confirming the passage of the primary briefing.

2.9. Repeated (regular) briefing of the persons specified in paragraph 2.1 of the Instructions should be carried out by a specialized organization during the next maintenance of the VDGO and (or) VKGO. There is no fee for the repeated (next) briefing.

2.10. The owner (user) of a home ownership or dwelling in an apartment building or his representative, who has passed the initial or repeated (regular) briefing, must familiarize all persons permanently residing with him in the occupied dwelling with the requirements of the Instruction.

III. Rules for the safe use of gas by persons managing multi-apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in multi-apartment buildings

3.1. Persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings, must:

3.1.1. If a gas leak is detected and (or) alarm devices or gas contamination systems are triggered, perform the actions listed in chapter V of the Instruction.

3.1.2. Appoint a person responsible for the safe use and maintenance of the VDGO, who must undergo an initial briefing using technical means and existing household gas-using equipment, including household gas-using equipment with an organized removal of combustion products into the smoke channel.

3.1.3. Ensure the proper maintenance of smoke and ventilation ducts, including independently (if you have a license issued in the manner prescribed by the Regulations on licensing activities for the installation, maintenance and repair of fire safety equipment for buildings and structures, approved by the Decree of the Government of the Russian Federation of December 30, 2011 N 1225 (Collected Legislation of the Russian Federation, 2012, N 2, Art. 298; 2015, N 19, Art. 2820; 2017, N 42, Art. 6160) (hereinafter referred to as the License), or under an agreement with an organization that has A license to timely and efficiently check the condition and functioning of smoke and ventilation ducts, the presence of draft, and, if necessary, clean and (or) repair smoke and ventilation ducts (including duct heads).

3.1.4. Before starting work on checking the condition, cleaning and repairing smoke and ventilation ducts, notify the owner (user) of the premises in an apartment building about the need to turn off household gas-using equipment for the period of these works.

3.1.5. During the heating period, ensure the prevention of freezing and blockage of the heads of smoke and ventilation ducts.

3.1.6. In the event that an improper condition of the smoke and (or) ventilation ducts of an apartment building is established, immediately notify the owners (users) of the premises in the apartment building about the inadmissibility of using household gas-using equipment.

3.1.7. Ensure proper operation of the VDGO.

3.1.8. Immediately report the following violations to the emergency dispatch service of the gas distribution organization:

the presence of a gas leak and (or) the operation of alarm devices or systems for monitoring the gas content of premises;

deviation of the gas pressure value from the values ​​​​provided by the Rules for the provision of utilities to owners and users of premises in apartment buildings and residential buildings, approved by Decree of the Government of the Russian Federation of May 6, 2011 N 354 (Collected Legislation of the Russian Federation, 2011, N 22, Art. 3168 ; 2012, N 23, item 3008; N 36, item 4908; 2013, N 16, item 1972; N 21, item 2648; N 31, item 4216; N 39, item 4979; 2014, N 8, item 811; N 9, item 919; N 14, item 1627; N 40, N 5428; N 47, item 6550; N 52, item 7773; 2015, N 9, item 1316; N 37, item 5153; 2016, N 1, item 244; N 27, item 4501; 2017, N 2, item 338; N 11, item 1557; N 27, item 4052; N 38, item 5628; Official Internet portal of legal information www.pravo.gov.ru, April 3, 2018, N 0001201804030028) (hereinafter referred to as the Rules for the provision of public services);

unauthorized closing of shut-off valves (cocks) installed on gas pipelines that are part of the VDGO;

an accident or other emergency situation arising from the use of gas.

3.1.9. Ensure the availability of design, operational and other technical documentation, including those confirming the proper technical condition of the VDGO, smoke and ventilation ducts, and also submit copies of these documents at the request of a specialized organization, authorized executive authorities of the constituent entities of the Russian Federation, exercising regional state housing supervision ( hereinafter referred to as state housing supervision bodies) and authorized local self-government bodies exercising municipal housing control (hereinafter referred to as municipal housing control bodies).

3.1.10. Ensure the safety of the contract for the maintenance and repair of the VDGO and (or) VKGO, the contract for the technical diagnosis of the VDGO and (or) VKGO (if any), as well as acceptance certificates for the work performed (services rendered), notifications (notices) of a specialized organization, gas supplier, instructions of state housing supervision authorities and municipal housing control authorities.

3.1.11. Ensure timely maintenance, repair, technical diagnostics and replacement of VDGO and (or) VKGO.

3.1.12. Not later than 10 working days before the scheduled break in the supply and (or) reduction of the working pressure of cold water, inform the owners (users) of the premises in the apartment building in which heat generators are located about the timing of such a break.

3.1.14. At least once every 10 working days, check the gas contamination of basements, cellars, underground floors and technical floors with fixing the results of the control in the log of checks indicating the date of the checks, the persons by whom they were carried out, the premises in which the checks were carried out, the results of the checks.

3.1.15. Before entering basements, cellars, undergrounds and technical floors, before turning on the electric lighting or lighting the fire, make sure that there is no gas pollution in these rooms.

3.1.16. Timely take measures to comply with notifications (notices) of a specialized organization, as well as instructions from state housing supervision bodies and municipal housing control bodies.

3.1.17. At any time of the day, ensure unhindered access to the premises where the VDGO is located, as well as assist in providing access to the VKGO to employees of the emergency dispatch service of the gas distribution organization, as well as other emergency operational services in order to prevent, localize and eliminate accidents associated with the use of and the content of VDGO and (or) VKGO.

3.1.18. Provide air flow to the premises in an apartment building in which gas-using equipment, which is part of the VDGO, is installed. At the same time, in the lower part of the door or wall leading to an adjacent room, it is necessary to provide a grate or a gap between the door and the floor, as well as special supply devices in the outer walls or windows of the said room.

3.1.19. On the basis of an agreement on the maintenance and repair of VDGO and (or) VKGO and an agreement on technical diagnostics of VDGO and (or) VKGO, provide representatives of a specialized organization with access to VDGO, and also facilitate their access to VKGO in order to:

carrying out preventive and unscheduled work aimed at the safe use of VDGO and (or) VKGO;

suspension, resumption of gas supply in cases provided for by the Rules for the use of gas, the Rules for the provision of public services, the Rules for the supply of gas to meet the domestic needs of citizens, approved by Decree of the Government of the Russian Federation of July 21, 2008 N 549 (Collected Legislation of the Russian Federation, 2008, 30, item 3635; 2011, N 22, item 3168; 2013, N 21, item 2648; 2014, N 8, item 811; 2014, N 18, item 2187; 2017, N 38, item 5628) (hereinafter referred to as the Gas Supply Rules).

IV. Rules for the safe use of gas by owners (users) of households in relation to VDGO and premises in apartment buildings in relation to VKGO

4. Owners (users) of households and premises in multi-apartment buildings must:

4.1. Know and follow the instructions.

4.2. If a gas leak is detected and (or) alarm devices or gas contamination systems are triggered, perform the actions listed in chapter V of the Instruction.

4.3. Monitor the condition of the smoke and ventilation ducts, keep the chimney cleaning pockets clean, check the presence of draft before switching on and during operation of household gas-using equipment.

4.4. Ensure that the valve (gate) is removed, if any, from the structure of the heating household stove with the gas burner installed and the hole (slot) formed is sealed from the outside of the wall of the smoke channel.

4.5. Before ignition of the burners of household gas-using equipment, ensure preliminary ventilation of the combustion chamber (stove furnace, oven) for 3-5 minutes.

4.6. After the end of gas use, close the taps on household gas-using equipment, and when placing an LPG cylinder inside a household or a room in an apartment building, additionally close the cylinder valve.

4.7. Immediately inform the emergency dispatch service of the gas distribution organization about the discovery of the following facts:

the presence of a gas leak and (or) the operation of alarm devices or systems for monitoring the gas content of premises;

lack or violation of draft in smoke and ventilation ducts;

deviation of the gas pressure value from the values ​​provided for by the Rules for the provision of public services;

suspension of gas supply without prior notification from a specialized organization or gas supplier;

unauthorized closing of shut-off valves (cocks) located on gas pipelines that are part of the VDGO;

damage to VDGO and (or) VKGO;

an accident or other emergency situation that occurred when using gas;

leakage currents through VDGO and (or) VKGO, short circuits on the housing of household gas-using equipment and equalizing currents.

4.8. Before entering basements and cellars, before turning on the electric lighting or lighting the fire, make sure that there is no gas content in the room.

4.9. Ensure, within the time limits established by federal laws, other regulatory legal acts of the Russian Federation, storage of:

notifications (notices) of a specialized organization, a gas supplier, instructions of state housing supervision bodies and municipal housing control bodies;

technical documentation for VDGO and (or) VKGO, copies of which must be submitted in a timely manner at the request of a specialized organization, state housing supervision authorities and municipal housing control authorities;

contracts for the maintenance and repair of VDGO and (or) VKGO, an agreement for technical diagnostics of VDGO and (or) VKGO (if any), as well as acceptance certificates for the work performed (services rendered).

4.10. Ensure timely maintenance, repair, technical diagnostics and replacement of VDGO and (or) VKGO.

4.11. Take timely measures to comply with notifications (notices) of a specialized organization, as well as instructions from state housing supervision authorities and municipal housing control authorities in terms of compliance with the mandatory requirements for an agreement on the maintenance and repair of the VDGO and (or) VKGO with a specialized organization that meets the requirements, established by the Rules for the use of gas.

4.12. At any time of the day, provide unhindered access to the premises where the VDGO and (or) VKGO is located, employees of the emergency dispatch service of the gas distribution organization, as well as other emergency operational services in order to prevent, localize and eliminate accidents related to the use and maintenance of the VDGO and (or) VKGO.

4.13. In the event of the forthcoming absence of persons for more than 24 hours in a room in an apartment building, close the shut-off valves (taps) located on the branches (drops) to household gas-using equipment, except for heating household gas-using equipment designed for continuous operation and equipped with appropriate safety automatics.

4.14. Close shut-off valves (taps) located on branches (drops) to household gas-using heating equipment, including those designed for continuous operation and equipped with appropriate safety automatics, in the event of the forthcoming absence of persons for more than 48 hours in a room in an apartment building.

4.15. Provide access for representatives of a specialized organization, gas supplier to VDGO and (or) VKGO in order to:

maintenance, repair, installation, replacement, technical diagnostics of VDGO and (or) VKGO;

suspension of gas supply in cases provided for by the Rules for the use of gas, the Rules for the provision of public services, the Rules for the supply of gas.

4.16. Monitor the correct operation of household gas-using equipment.

4.17. Ensure the proper technical condition of the VDGO and (or) VKGO, gas metering devices and the safety of the seals installed on them.

4.20. Install (place) furniture and other flammable objects and materials at a safe distance from household gas-using equipment in accordance with the requirements of fire safety standards.

4.21. Ensure the flow of air into the room in which gas-using equipment is installed, which is part of the VDGO and (or) VKGO. At the same time, in the lower part of the door or wall leading to an adjacent room, it is necessary to provide a grate or a gap between the door and the floor, as well as special supply devices in the outer walls or windows of the said room.

V. Steps to be taken when a gas leak is detected

5.1. If a gas leak is detected in a room (household, apartment, entrance, basement, cellar, etc.) and (or) alarms or gas pollution control systems are triggered, the following measures must be taken:

immediately stop using household gas-using equipment;

close the shut-off valves (taps) on household gas-using equipment and on the branch (leave) to it;

when placing an LPG cylinder inside a household or a room in an apartment building, additionally close the valve of the LPG cylinder;

immediately ensure the flow of air into the premises in which a gas leak is detected;

in order to prevent the appearance of a spark, do not turn on or turn off electrical appliances and equipment, including electric lighting, electric bell, radio-electronic means of communication (mobile phone and others);

do not light a fire, do not smoke;

take measures to remove people from the gassed environment;

inform (if possible) about the precautionary measures of people located in adjacent premises in an apartment building, including in premises belonging to the common property of the owners of premises in an apartment building (in the entrance, corridor, stairwell and others);

leave the premises where a gas leak was detected and go to a safe place, from where to report the presence of a gas leak by telephone to the emergency dispatch service of the gas distribution organization (when calling from a mobile phone, dial 112, when calling from a landline phone, dial 04), as well as if necessary, to other emergency operational services.

VI. Rules for the treatment of VDGO and VKGO by persons managing apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in apartment buildings, owners (users) of households and premises in apartment buildings

6. Persons managing multi-apartment buildings, providing services and (or) performing work on the maintenance and repair of common property in multi-apartment buildings, owners (users) of households and premises in multi-apartment buildings should not:

6.1. Perform actions for the installation of gas pipelines of gas consumption networks and their technological connection to a gas distribution network or other gas source, as well as for connecting household gas-using equipment to a gas pipeline or a tank, group or individual LPG cylinder installation without complying with the requirements provided for by the legislation of the Russian Federation (unauthorized gasification);

6.2. To carry out, in violation of the legislation of the Russian Federation, the reconstruction of the VDGO and (or) VKGO, smoke and ventilation ducts.

6.3. Close (brick, seal) openings of smoke and ventilation ducts, hatches of pockets for cleaning chimneys.

6.4. Carry out unauthorized reconstruction and (or) redevelopment of the premises in which the VDGO and (or) VKGO are installed, without the consent of the local government in the manner prescribed by the housing legislation of the Russian Federation.

6.5. Independently, without the involvement of a specialized organization, check the operation of signaling devices or systems for monitoring the gas content of premises.

6.6. Install a valve (gate) on the smoke channel, chimney, chimney.

6.7. Use, install a gas burner device in household heating stoves when they are placed in the premises of apartment buildings.

6.8. Use, install household gas-using equipment, the power of which exceeds the values ​​\u200b\u200ballowed by the regulatory legal acts of the Russian Federation, technical documents and project documentation.

6.9. Violate the safety of seals installed on gas meters.

6.10. Unauthorizedly connect VDGO and (or) VKGO, including household gas-using equipment after it is turned off by a specialized organization or gas distribution organization, including its emergency dispatch service, as well as other emergency operational services.

6.11. Connect chimneys from household gas-using equipment to ventilation ducts.

6.12. Make changes to the design of smoke and ventilation ducts, the openings of which open into rooms with installed household gas-using equipment.

6.13. Turn off the safety automation of household gas-using equipment.

6.14. Use VDGO and (or) VKGO, the designs of which provide for connection to the electrical network or the presence of galvanic cells (batteries), without complying with the requirements of manufacturers.

6.15. Leave unattended household gas-using equipment, except for equipment designed for continuous operation and equipped with appropriate safety automatics, for the period of time specified in paragraphs 4.13 and 4.14 of the Instruction.

6.16. To allow the use of household gas-using equipment for preschool children, persons who do not control their actions, persons with disabilities that do not allow the safe use of household gas-using equipment, as well as persons who have not been instructed in the safe use of gas when meeting household needs.

6.17. Leave the taps on household gas-using equipment in the open position without ensuring the ignition of the gas-air mixture on gas burners for more than 5 seconds.

6.18. Use open fire, turn on or off electrical appliances and equipment, including electric lighting, electric bell, radio-electronic means of communication (mobile phone and others) in the following cases:

performance of works on maintenance and repair of VDGO and (or) VKGO;

gas leak detection;

triggering of alarms or systems for monitoring the gas content of premises.

6.19. Restrict access to VDGO and (or) VKGO to representatives of a specialized organization, gas supplier, with foreign objects (including furniture) for work that ensures the proper use and maintenance of VDGO and (or) VKGO.

6.20. Use VDGO and (or) VKGO for other purposes, including:

heat the room with household gas-using equipment intended for cooking;

tie foreign objects (ropes, cables and others) to the gas pipelines that are part of the VDGO and (or) VKGO;

use gas pipelines as supports or grounding conductors;

dry clothes and other items over or near household gas-using equipment;

subject VDGO and (or) VKGO to static or dynamic loads.

to heat with coal, coke or other types of solid fuel heating domestic stoves designed to operate on gaseous fuels.

6.21. Use for sleep and rest rooms in which household gas-using equipment is installed.

6.22. Twisting, crushing, kinking, stretching or pinching gas hoses connecting household gas-using equipment to the gas pipeline.

6.23. Check the operation of the ventilation ducts, the tightness of the VDGO and (or) VKGO connections using open flame sources, including matches, lighters, candles and others.

6.24. To allow damage and damage to VDGO and (or) VKGO, gas theft.

6.25. Unauthorized without undergoing a special briefing or without submitting an appropriate application to a specialized organization, replace empty LPG cylinders, as well as connect LPG cylinders to household gas-using equipment.

6.26. Store LPG cylinders in residential buildings, premises in apartment buildings, as well as on escape routes, stairwells, basement floors, in basements and attics, on balconies and loggias.

6.27. Place inside residential buildings, premises in apartment buildings LPG cylinders for household gas-using equipment, with the exception of 1 cylinder connected to a factory-made household gas stove, in the volume allowed by the Fire Prevention Regulations in the Russian Federation, approved by the Decree of the Government of the Russian Federation of April 25, 2012. 6.28. Expose the LPG cylinder to solar and other thermal effects.

6.29. Install (place) furniture and other flammable objects and materials without observing the requirements for distances from household gas-using equipment established by the legislation of the Russian Federation in the field of fire safety.

6.30. Place an LPG cylinder at a distance of less than 0.5 m from a household gas stove (with the exception of built-in cylinders), 1 m from heaters, 2 m from burners of domestic heating stoves, less than 1 m from an electric meter, switches and other electrical appliances and equipment.

6.31. Allow contact of electrical wires with LPG cylinders.

6.32. Place the LPG cylinder unit at emergency exits, from the side of the main facades of buildings.

6.33. Turn over, place with a deviation from the vertical or in an unstable position the LPG cylinder connected to household gas-using equipment.

6.34. Use VDGO and (or) VKGO in the following cases:

6.34.1. The absence of an agreement on the maintenance and repair of VDGO and (or) VKGO, concluded with a specialized organization.

6.34.2. Lack of draft in chimneys and ventilation ducts.

6.34.3. Lack of air flow in the amount necessary for complete combustion of gas, including for the following reasons:

the absence or being in the closed position of an adjustable window sash, transom, vent, a special supply device in the outer walls or windows, the closed position of the louvered grille on the ventilation duct in the room in which household gas-using equipment is installed;

use in the room where household gas-using equipment is installed with the removal of combustion products into the smoke channel, devices for electro-mechanical induction of air removal that are not provided for by the design documentation.

6.34.4. Lack of timely inspection of the condition of smoke and ventilation ducts.

6.34.5. The absence of a hermetic connection of the chimney from household gas-using equipment with a smoke channel.

6.34.6. The presence of a violation of the integrity and density of the brickwork (the presence of cracks, destruction), the tightness of smoke and ventilation ducts.

6.34.7. The presence of a valve (gate) on the smoke channel, chimney, chimney.

6.34.8. The presence of a malfunction of the safety automation.

6.34.9. The presence of a gas leak that cannot be eliminated during maintenance.

6.34.10. The presence of a malfunction, understaffing or unsuitability for repair of VDGO and (or) VKGO.

6.34.11. The presence of unauthorized connection of VDGO and (or) VKGO to the gas pipeline of the gas distribution network or other source of gas.

6.34.12. The presence of an emergency state of building structures of a household or an apartment building, in the premises of which VDGO and (or) VKGO are installed.

6.34.13. The presence of an expired standard operating life or service life established by the manufacturer for VDGO and (or) VKGO (individual equipment that is part of VDGO and (or) VKGO) in the absence of a positive conclusion based on the results of technical diagnostics of the specified equipment, and in case of extension this period, based on the results of technical diagnostics - the presence of an expired extended service life of the specified equipment.
