1. General Provisions
1.1. The person responsible for the good condition and safe operation of vessels is appointed by the management of the organization. The number and date of the order for the appointment of a responsible person must be recorded in the vessel’s passport before its registration with the territorial body of Rostechnadzor, as well as each time after the appointment of a new responsible person.
1.2. The person responsible for the good condition and safe operation of vessels is appointed from among specialists who have a higher or secondary technical education and have passed a knowledge test in accordance with the Regulations on the procedure for training and certification of employees of organizations operating hazardous production facilities under the control of
Rostechnadzor, approved by the resolution of Rostechnadzor
1.3. Responsibility for the good condition and safe operation of vessels must be assigned to a specialist to whom the personnel servicing the vessels is subordinate
(compressor room manager, section manager, senior section foreman, etc.).
1.4. During the absence of the person responsible for the good condition and safe operation of the vessels (vacation, business trip, illness), the performance of his duties must be assigned by order of the organization to another employee who has passed the knowledge test of the Rules
design and safe operation of pressure vessels. In this case, no entry is made in the vessel passport.
1.5. The owner of the vessel is obliged to provide those responsible for the good condition and safe operation of the vessels with regulatory and technical documents on industrial safety(rules, standards, instructions, etc.).
2. Responsibilities of those responsible for the good condition and safe operation of vessels.
The person responsible for the good condition and safe operation of vessels is obliged to ensure:
2.1. Maintaining vessels in good condition and their safe operation.
2.2. Allow only trained and certified personnel to service vessels.
2.3. Periodic check knowledge by staff of instructions on the operating mode and safe operation of vessels.
2.4. Service staff production instructions on the operating mode and safe operation of vessels, developed on the basis of the manufacturers’ instructions and local operating conditions of the vessels.
2.5. Maintenance personnel undergo periodic medical
surveys.
2.6. Maintaining and storing technical documentation on the operation and repair of vessels (passport, shift logs, logs of control checks of pressure gauges, etc.).
2.7. Accounting for the operating time of loading cycles of vessels operating in cyclic mode.
2.8. Approval for operation of vessels that meet industrial safety requirements and have a permit for use issued by Rostechnadzor.
2.9. Timely stopping of vessels and preparing them for technical
examination.
2.10. Compliance with instructions issued based on the results of surveys conducted by territorial bodies of Rostechnadzor.
2.11. Elimination of faults or defects identified during technical examination or diagnosis before putting the vessels into operation.
2.12. Admission of people into the vessel only with written permission (admission).
If necessary, before allowing people inside the vessel, ensure that the air environment is analyzed for the absence of harmful or other substances exceeding maximum permissible concentrations (MPC).
3. Rights of the person responsible for the good condition and safety
operation of pressure vessels
The person responsible for the good condition and safe operation of vessels has the right to:
3.1. To have free access to all premises of the organization related to the operation of vessels, for the good condition and safe operation of which he is responsible.
3.2. Submit proposals to the management of the organization to bring to justice persons from among the service personnel who violated the rules and instructions for the operation of pressure vessels, as well as those who showed unsatisfactory performance
knowledge during periodic or extraordinary knowledge testing.
3.3. Submit proposals to the management of the organization to eliminate the causes of violations of the requirements of rules and instructions.
4. Responsibility
The person responsible for the good condition and safe operation of the vessels bears personal responsibility for compliance with the requirements of these instructions. Depending on the nature and consequences of the violations, he may be brought to material, disciplinary, administrative or criminal liability in the manner prescribed

3.2. 3.4. During the absence of the person responsible for the good condition and safe operation of vessels (vacation, business trip, illness), the performance of his duties is assigned by order of the organization to another employee who has passed the test of knowledge of the Rules for the design and safe operation of pressure vessels. In this case, no entry is made in the vessel passport.
3.5. Those responsible for the good condition and safe operation of vessels are provided with regulatory and technical documents on industrial safety (rules, standards, instructions, etc.).

A standard instruction for those responsible for the good condition and safe operation of pressure vessels (RD 10-333-99) was developed and introduced by the Office of Boiler Inspection and Supervision of Lifting Structures.

This instruction was developed on the basis of the Federal Law “On Industrial Safety of Production Facilities”, approved by Decree of the President of the Russian Federation dated July 21, 1997 No. 116-FZ, Rules for the organization and implementation of production control over compliance with industrial safety requirements at a hazardous production facility, approved by Decree of the Government of the Russian Federation dated 10.33.99 No. 263 , Rules for the design and safe operation of pressure vessels, approved by Decree of the Gosgortekhnadzor of Russia dated 04/18/95 No. 20, with amendments and additions approved by Decree of the Gosgortekhnadzor of Russia dated 09/02/97 No. 25.

This instruction is a standard one, on the basis of which an organization operating pressure vessels must develop and approve instructions for those responsible for the good condition and safe operation of the vessels. It must contain requirements standard instructions, supplemented by taking into account the local operating conditions of the vessels.

1.5. The owner of the vessel is obliged to provide those responsible for the good condition and safe operation of the vessels with regulatory and technical documents on industrial safety (rules, standards, instructions, etc.).

2. RESPONSIBILITIES OF THE PERSON RESPONSIBLE FOR THE PROPER CONDITION AND SAFE OPERATION OF VESSELS

The person responsible for the good condition and safe operation of vessels is obliged to ensure:

2.2. Allow only trained and certified personnel to service vessels.

2.3. Periodic testing of personnel’s knowledge of instructions on the operating mode and safe operation of vessels.

2.4. Operating personnel with production instructions on the operating mode and safe operation of vessels, developed on the basis of instructions from manufacturers and local operating conditions of vessels.

2.5.Passage of periodic medical examinations by service personnel.

2.6. Maintenance and storage of technical documentation on the operation and repair of vessels (passport, shift logs, logs of control checks of pressure gauges, etc.).

2.7. Accounting for operating cycles of loading vessels operating in cyclic mode.

2.8. Approval for the operation of vessels that meet industrial safety requirements and have a permit for use issued by the Gosgortekhnadzor of Russia.

2.9. Timely shutdown of vessels and preparation for technical inspection.

2.10. Compliance with instructions issued based on the results of surveys conducted by territorial bodies of the State Mining and Technical Supervision of Russia.

2.11. Elimination of malfunctions or defects identified during technical examination or diagnosis before putting the vessels into operation.

2.12. Allowing people inside the vessel only with written permission (along with admission). If necessary, before allowing people into the vessel, ensure that the air environment is analyzed for the absence of harmful or other substances exceeding maximum permissible concentrations (MAC).

3. RIGHTS OF THE PERSON RESPONSIBLE FOR THE PROPER CONDITION AND SAFE OPERATION OF PRESSURE VESSELS

The person responsible for the good condition and safe operation of vessels has the right to:

3.1. Free access to all premises of the organization related to the operation of vessels, for the good condition and safe operation of which he is not responsible.

3.2. Submit proposals to the management of the organization to hold accountable persons from among the service personnel who have committed violations of the rules and instructions for the operation of pressure vessels, as well as who have shown unsatisfactory knowledge during periodic or extraordinary knowledge testing.

3.3. Submit proposals to the management of the organization to eliminate the causes of violations of the requirements of the rules and instructions.

4. RESPONSIBILITY

The person responsible for the good condition and safe operation of the vessels bears personal responsibility for compliance with the requirements of these instructions.
